In charge Director issued No Due certificate to JD Mahadevappa, when more than rs 1 lakh is due from him to the Government: Misuse of public Money

Just a couple of minutes ago I received a mail wherein certain allegations were made out against the then JD. I am reproducing the same without any change for the kind notice of the Director and I strongly demand action against the erred official in this regard.
I hope the director will take action to protect public money by collecting dues from sri Mahadevappa.

Dear Madam,
I have filed an online complaint against the then JD(Admin) Sri Mahadevappa on 13.12.2011 and in that complaint I alleged that the no due certificate has been issued to JD while he is in service. Madam Sri Mahadevappa has been involved in misappropriation of Money in a PU College of Mandya District.Against him a case is also pending. You have taken bold steps to save the public money so far. hence I am writing this mail to you.
Now since 2.5 lakhs is pending from Sri Mahadevappa, how can you allow him to get the retiral benefits? Accounts officer Sri Narayana Swamy is also colluded with the then JD. If you don't believe my complaint, please collect the details. I know your time is valuable. I don't want to waste it.You have not taken any action my earlier complaint, it seems.I request you to stall the settlement of his pension till the dues are paid to the government in the interest of state exchequer.
My earlier complaint on this matter is herein reproduced for your kind perusal again. A copy of this mail is forwarded to Sri Madhu, Lawyer, Chikkakallur, requesting him to bring it your notice with documents.

Dear Madam,

This is my formal, the strongest complaint against JD Mahadevappa for obtaining the No Due Certificate while in Service.

He has obtained the same when you are in training and already submitted to the AG Office.

How can you manage the department by issuing no due certificate without knowing the dues from the officer?

This is nothing but cheating you and the public in general.

Moreover JD Mahadevappa has been involved in a a Criminal case.

Such being the case, obtaining the no due certificate is objectionable.

I strongly demand you to take action in this regard.

The action taken on my complaint is humbly solicited.
