ಆದರೆ ಗಣಿತಶಾಸ್ತ್ರ ಪತ್ರಿಕೆ ಬಹಿರಂಗಗೊಂಡಿದೆ ಎಂಬ ಸುದ್ದಿ ಕೇಳಿ ಆಘಾತಕ್ಕೊಳಗಾದ. ನಂತರ ಭೌತಶಾಸ್ತ್ರ ಪ್ರಶ್ನೆಪತ್ರಿಕೆಯೂ ಸೋರಿಕೆಯಾಗಿದೆ ಎಂದು ಗೊತ್ತಾದಾಗ ತೀವ್ರ ಖಿನ್ನತೆಗೊಳಗಾಗಿ ಮಾನಸಿಕ ಸ್ಥಿಮಿತ ಕಳೆದುಕೊಂಡಿದ್ದಾನೆ ಎಂದು ಅವನ ಸಹಪಾಠಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ.

ಬೆಂಗಳೂರು: ದ್ವಿತೀಯ ಪಿಯುಸಿ ಪರೀಕ್ಷೆಯನ್ನು ಪಾರದರ್ಶಕವಾಗಿ ನಡೆಸಲು ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಂಡಿದೆ. ಪೋಷಕರು, ವಿದ್ಯಾರ್ಥಿಗಳು ಆತಂಕಪಡಬಾರದು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ವಿ.ಸದಾನಂದಗೌಡ ಮನವಿ ಮಾಡಿದರು.

ವಿಧಾನಸಭೆಯಲ್ಲಿ ಶೂನ್ಯವೇಳೆಯಲ್ಲಿ ಮಂಗಳವಾರ ನೆ.ಲ.ನರೇಂದ್ರಬಾಬು ಈ ಬಗ್ಗೆ ಮಾಡಿದ ಪ್ರಸ್ತಾವಕ್ಕೆ ಉತ್ತರಿಸಿದ ಅವರು, ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಬಹಿರಂಗ ಪ್ರಕರಣದ ಬಗ್ಗೆ ಈಗಾಗಲೇ ಸಿಐಡಿ ತನಿಖೆ ನಡೆಯುತ್ತಿದೆ. ವಾಸ್ತವದಿಂದ ಕೂಡಿದ ವರದಿ ಬರುವ ನಿರೀಕ್ಷೆ ಇದೆ ಎಂದರು.

ಬೆಂಗಳೂರು : ಪಿಯುಸಿ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆ ಪ್ರಕರಣ ಸೋಮವಾರ ವಿಧಾನಮಂಡಲದ ಉಭಯ ಸದನಗಳಲ್ಲಿ ಬಲವಾಗಿ ಪ್ರತಿಧ್ವನಿಸಿ ಪ್ರತಿಪಕ್ಷಗಳು ರಾಜ್ಯ ಸರ್ಕಾರವನ್ನು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡವು.

ಈ ಪ್ರಕರಣದ ಬಗ್ಗೆ ಸಿಐಡಿಯಿಂದ ನಿಷ್ಪಕ್ಷಪಾತವಾಗಿ ತನಿಖೆ ನಡೆಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಸಿಬಿಐ ತನಿಖೆಗೆ ವಹಿಸಬೇಕು ಎಂದು ವಿಧಾನಸಭೆಯಲ್ಲಿ ಪ್ರತಿಪಕ್ಷದ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯ ಒತ್ತಾಯಿಸಿದರು. ಕೊನೆಗೆ ಸಿಬಿಐ ತನಿಖೆಗೆ ಒಪ್ಪದ ಸರ್ಕಾರದ ನಿಲವು ಪ್ರತಿಭಟಿಸಿ ಕಾಂಗ್ರೆಸ್‌ ಸದಸ್ಯರು ಸಭಾತ್ಯಾಗವನ್ನೂ ನಡೆಸಿದರು.

ಉಭಯ ಸದನಗಳಲ್ಲೂ ಪ್ರತಿಪಕ್ಷಗಳ ಸದಸ್ಯರ ಆಗ್ರಹಕ್ಕೆ ಉತ್ತರಿಸಿದ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಢ ಶಿಕ್ಷಣ ಸಚಿವ ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಕಾಗೇರಿ, ಈ ಪ್ರಕರಣದ ಬಗ್ಗೆ ನಿಷ್ಪಕ್ಷಪಾತ ತನಿಖೆ ನಡೆಸಿ ತಪ್ಪಿತಸ್ಥರ ವಿರುದ್ಧ ಕಠಿಣ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳುವುದಾಗಿ ಭರವಸೆ ನೀಡಿದರು.

ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಬಯಲು ಮಾಡಿದ್ದನ್ನು ಸರ್ಕಾರ ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿದ್ದು, ಪ್ರಕರಣವನ್ನು ಈಗಾಗಲೇ ಸಿಐಡಿ ತನಿಖೆಗೆ ವಹಿಸಲಾಗಿದೆ. ಇದರಿಂದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತೊಂದರೆಯಾಗಿದ್ದು, ಸರ್ಕಾರಕ್ಕೂ ಆ ಬಗ್ಗೆ ಬಹಳ ನೋವಾಗಿದೆ. ಆದರೆ, ಈ ಜಾಲದ ಹಿಂದೆ ಎಷ್ಟೇ ಪ್ರಭಾವ ವ್ಯಕ್ತಿಗಳಿದ್ದರೂ, ಯಾವುದೇ ಒತ್ತಡಕ್ಕೆ ಮಣಿಯದೆ ಶಿಕ್ಷೆಗೆ ಒಳಪಡಿಸಲಾಗುವುದು ಎಂದು ಹೇಳಿದರು.

ಸ್ಥಳೀಯ ಅಧಿಕಾರಿಗಳು ನೀಡಿದ ಮಾಹಿತಿ ಪ್ರಕಾರ ಈಗಾಗಲೇ ಕೆಲವರ ವಿರುದ್ಧ ಕ್ರಮ ಜರುಗಿಸಲಾಗಿದೆ. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ನಿರಪರಾಧಿಗಳಿಗೆ ತೊಂದರೆ ಉಂಟುಮಾಡುವುದಿಲ್ಲ. ಒಂದುವೇಳೆ ಅಂಥ ಗೊಂದಲ ಉಂಟಾಗಿದ್ದರೆ ತನಿಖೆ ಬಳಿಕ ಅದನ್ನು ಸರಿಪಡಿಸಲಾಗುವುದು. ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳು, ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಮುದ್ರಕರು, ವಿತರಕರು ಸೇರಿದಂತೆ ಎಲ್ಲ ಹಂತಗಳಲ್ಲಿಯೂ ಮಾಹಿತಿ ಒದಗಿಸುವ ಮೂಲಕ ತನಿಖೆಗೆ ಪೂರ್ಣ ಸಹಕಾರ ನೀಡಲಾಗುತ್ತಿದೆ. ಮಕ್ಕಳ ಭವಿಷ್ಯದ ಮೇಲೆ ಚೆಲ್ಲಾಟವಾಡುವ ದುಷ್ಟಶಕ್ತಿಗಳನ್ನು ಸರ್ಕಾರ ಸುಮ್ಮನೆ ಬಿಡುವುದಿಲ್ಲ ಎಂದು ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದಾರೆ.

ಈ ಪ್ರಕರಣ ಸಂಬಂಧ ಪದವಿ ಪೂರ್ವ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಆಯುಕ್ತೆ ರಶ್ಮಿ ವಿ. ಮಹೇಶ್‌ ಅವರನ್ನು ಎತ್ತಂಗಡಿ ಮಾಡುವ ಬಗ್ಗೆ ಸುದ್ದಿ ಹಬ್ಬಿಸಲಾಗುತ್ತಿದೆ. ಆದರೆ, ಸರ್ಕಾರ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಅವರನ್ನು ವರ್ಗಾವಣೆ ಮಾಡುವುದಿಲ್ಲ. ಅವರು ತುಂಬಾ ದಕ್ಷ ಅಧಿಕಾರಿ. ಇಲಾಖೆಯಲ್ಲಿನ ಇಂಥ ದಕ್ಷ ಅಧಿಕಾರಿಗಳಿಗೆ ಮುಕ್ತವಾಗಿ ಕೆಲಸ ಮಾಡುವಲ್ಲಿ ಸೂಕ್ತ ಸಹಕಾರ ಮತ್ತು ರಕ್ಷಣೆ ಒದಗಿಸಲಾಗುವುದು ಎಂದು ಕಾಗೇರಿ ತಿಳಿಸಿದರು.

ಮೌಲ್ಯ ಮಾಪನಕ್ಕೆ ಬಿಗಿ ಭದ್ರತೆ

ಈ ಬಾರಿ ಪಿಯುಸಿ ಮತ್ತು ಎಸ್‌ಎಲ್‌ಸಿ ಉತ್ತರ ಪತ್ರಿಕೆಗಳ ಮೌಲ್ಯ ಮಾಪನಕ್ಕೆ ಬಿಗಿ ಭದ್ರತೆ ಒದಗಿಸಲಾಗುವುದು. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಮೌಲ್ಯ ಮಾಪನ ಕೇಂದ್ರಗಳಿಗೆ ಅನಗತ್ಯವಾಗಿ ಪ್ರವೇಶಿಸಲು ಯಾರಿಗೂ ಅವಕಾಶ ನೀಡುವುದಿಲ್ಲ. ಆ ಮೂಲಕ ಮೌಲ್ಯ ಮಾಪನದಲ್ಲಿ ಯಾವುದೇ ಲೋಪ ಆಗದಂತೆ ಎಚ್ಚರ ವಹಿಸಲಾಗುವುದು. ಜತೆಗೆ ಮುಂದಿನ ವರ್ಷದಿಂದ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ತಯಾರಿಕೆ ಮತ್ತು ವಿತರಣೆಯಲ್ಲಿ ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನ ಅಳವಡಿಸುವ ಮೂಲಕ ಹೆಚ್ಚಿನ ಗೌಪ್ಯತೆ ಕಾಪಾಡಲಾಗುವುದು ಎಂದರು.

ಅಮಾಯಕರಿಗೆ ಶಿಕ್ಷೆ ಬೇಡ

ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆ ಬಗ್ಗೆ ಇದಕ್ಕೂ ಮೊದಲು ಮಾತನಾಡಿದ ಪ್ರತಿಪಕ್ಷದ ಸದಸ್ಯರು, ಈ ಪ್ರಕರಣದಲ್ಲಿ ಅಮಾಯಕರನ್ನು ಶಿಕ್ಷೆಗೆ ಗುರಿಪಡಿಸಲಾಗುತ್ತಿದೆ. ಇದು ಸರಿಯಲ್ಲ. ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಸೋರಿಕೆ ಹಿಂದೆ ಟ್ಯೂಷನ್‌ ಮಾಫಿಯಾ ಕೈವಾಡವಿದೆ. ಹೀಗಾಗಿ, ಟ್ಯೂಷನ್‌ ಹಾವಳಿ ಕಡಿವಾಣ ಹಾಕಿ ಈ ಜಾಲದ ಹಿಂದೆ ಹಿರುವ ನಿಜವಾದ ಅಪರಾಧಿಗಳಿಗೆ ಶಿಕ್ಷೆಯಾಗಬೇಕು. ಜತೆಗೆ ಸಿಐಡಿ ಪೊಲೀಸರಿಗೆ ವಹಿಸಿದ್ದರೂ ನಿಷ್ಪಕ್ಷಪಾತವಾದ ತನಿಖೆ ಆಗಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸಿದರು.

Cops say biology paper too leaked

Question papers of three subjects of the ongoing II PU exams have leaked, claimed the city police on Thursday.

While Central Crime Branch (CCB) police said that they had arrested three persons who claimed to have sold physics, maths and biology question papers on Wednesday, the authorities have confirmed that only physics and mathematics question papers had leaked resulting in a massive disruption in the exam schedule.

The physics exam scheduled for Thursday and maths for Tuesday were postponed in the last minute in the wake of the paper leakage reports; the biology exam was conducted on March 16.

Joint commissioner of police (crimeeast ) B Dayanand told TOI that the "biology question paper the arrested trio claimed to have sold tallied with the original one."

However, the Department of PU Education denied any such leak.

CCB police have recovered copies of physics question papers from the arrested . The accused have been identified as realtors N Ranjith (27) of Banashankari , Sudarshan (34) from Chelumaranahalli in Hoskote and Ashwaththanarayana Gowda (45) who runs a hardware shop in Jangama Kote near Sidlaghatta.

Preliminary investigations revealed Gowda first laid his hands on the original question paper. "He gave it to Ranjith , who sold it at Rs 40,000 apiece with help from Sudarshan," police sources told TOI. Dayanand said they are interrogating Ashwaththanarayana Gowda to know from where he got the papers.

However, he said it is too early to comment on the involvement of the Department of PU Education. "But yes, we strongly suspect the department members' hand as leakage cannot be possible without their connivance," he said.

Deal sealed near mango grove

BANGALORE: The conspirators who leaked the crucial II PU question papers sealed the deal in secret, near a shady mango grove, 25km from Kolar.

Ashwathanarayana Gowda, who was arrested on Thursday, the day the Physics question paper was leaked, revealed to police that the initial price for the Maths question paper was Rs 1 lakh, but after some hard bargaining, the deal was settled at Rs 40,000.

Police are on the lookout for Ajay Kumar, a realtor who masterminded the paper leak that forced the PU department to reschedule 15 examinations, and threw the academic schedule out of gear for over 5 lakh students.

The city police have not ruled out the involvement of PU department officials in the entire leakage drama.

"But we cannot say it with conviction, unless we complete investigations. We are on a hunt for the prime suspects, Shashikala and Ajay Kumar." While Shashikala is a resident of Katriguppe in Bangalore and a faculty in a private college, Ajay, a realtor, is from Annangur in Sidlaghatta.

Police officers say investigations will not proceed till either Shashikala or Ajay Kumar is arrested.

"According to Ashwathanarayana Gowda, it was Ajay who sold the Biology question paper for Rs 40,000 on March 14. The question paper and money were exchanged near a mango grove on Chintamani Road, close to Kolar."

"Ajay told me he would return the entire money if even a single question was different. The next day, we found it was ditto: every question tallied with the paper we got from him.

Ajay again contacted me, saying he would sell the Maths paper for Rs 1 lakh. However, after much bargaining, he agreed to sell it for Rs 40,000," Ashwathanarayana told police.

Shashikala met gang on March 15

Investigating authorities said Shashikala refused to meet Ranjith and Ashwathanarayana after the media highlighted the paper leak issue.

"First, Shashikala met the accused trio near Gandhi statue on Race Course Road on March 15. But what happened there, whether she sold the papers or purchased them, we have to investigate," they said.

Again, the gang planned to meet near Hotel Sindhu in Palace Guttahalli on March 22. However, the meeting did not take place as Shashikala did not turn up.

An attempt to cripple PU exam system

The leak of the Mathematics and Physics papers within a span of three days is being suspected to be part of a pre-meditated design to cripple the Department of Pre-University Education’s (DPUE) existing examination system.

This is for the first time in its history that the DPUE, which will have to adopt the National Curriculum Framework (NCF) for I PU Science stream from next year, faces a serious crisis of credibility.

Once the Physics paper was leaked and the manner in which all three sets were distributed -- in some places free of cost — raised doubts among DPUE officials that it could be the work of private colleges acting in tandem with some of its own staff to scuttle the NCF. “This is being suspected to be one of the motivating factors for the network to leak the two papers within a span of three days,” an official said.

A powerful lobby, comprising officials from some private colleges, a platform of businessmen owning companies that publish/print PU-level textbooks and some private coaching institutes are being suspected to have engineered the leaks in their bid to defeat the NCF’s implementation.

The lobby is peeved at Rashmi V Mahesh, Commissioner, DPUE, for many reasons. The adoption of the NCF for I PUC Science is one of them. The NCF’s adoption will severely damage the interests of private colleges and coaching centres. A uniform syllabus will mean students will not have to pay separately for various entrance examinations.

What’s more, there are reports of the leakage of all four core subjects in the science stream. The Biology paper, held on March 16, is also suspected to have been leaked. The DPUE, however, has denied it.

This year’s II PUC examination may go down in history as one of the most embarrassing for the DPUE. But is the DPUE so incompetent that it cannot guard the question papers of one of the most important examination of a student’s career?

It is not. Rashmi has raised doubts about the motive of the scamsters. “They are not after money. Why else would the leaked question papers be distributed free to the students? The entire system is the target,” she said.

If well-placed sources are to be believed, the scamsters want to oust Rashmi. The involvement of private college lobby has not been ruled out. That the leaked papers were being distributed at private colleges and coaching institutes only leads credence to this suspicion.

Besides, the textbook lobby is angry. The NCF will ensure there is a single textbook for all PUC streams. So, the multiple textbooks will vanish from the market.

The introduction of online counselling for admission to undergraduate courses is another thorn in the private colleges’ flesh.

Sources privy to the development said that the finger was now being pointed at Rashmi and her credibility is at stake.

The State Criminal Investigation Department (CID) is zeroing in on some senior officials in the Pre-University Commissioner's office, supecting them to be behind the leak of the Math and Physics papers, even as sleuths have begun following leads indicating that the leak could have taken place at a Kolkata-based printing press.

What has alarmed investigators is that several senior and mid-level employees in the PUCommissioner's office were aware that examination papers were being printed at the Kolkata printing press for the past six years.

It is likely that the State CID will seek the cooperation of the Kolkata Police's Detective Department to probe a possible racket at the printing press in that city.
"Preliminary investigations suggest that many were in the know about the particular printing press, which should otherwise have been confidential information, and it is suspected that the papers were compromised at that end before they reached Bangalore and other parts of Karnataka," police sources familiar with the investigation revealed to Deccan Herald.

A second line of inquiry the CID is pursuing is based on "strong suspicions" that all the different sets of Maths and Physics question papers were copied on to flash drives at the PUCommissioner's office and then transmitted to the network of people which subsequently sold them to students at a premium.

After it was discovered Thursday that all three sets of the Physics paper were leaked, CID sleuths began examining several different officials belonging to the PUCommissioner's office.

Sources said the investigators suspect that while the Kolkata printing press was a prime target for those who are part of the leak network, the CIDsleuths are also examining computers where the question papers were composed before they were finally despatched to the printing press.

Besides, the probe involves checking how secure the PUCommissioner office's computer system is and the employees who have had access to the files as confidential as examination question papers.

In this context, sources said that investigations so far have not revealed any instance of "breaking of the seals" on envelopes, containing the papers, at any of the examination centres.

"The initial probe suggests that the seals were not tampered with or broken to gain access to the question papers. If this was so, it is suspected that the leak either happened while the question papers were being composed or after they were despatched to the printing press," senior police sources said.

The police are also trying to ascertain whether the question papers were emailed to other masterminds in the network operating within Karnataka and West Bengal.

Officers of the cyber-crime division of the CID have been roped in to the assist in the probe in which at least five deputy superintendents of police and four inspectors, besides other policemen, are working in tandem with the Central Crime Branch to break the network.

Fax number
Among some of the other leads the CID investigators are probing is a fax number which they stumbled upon on Thursday as they sifted through the unearthed documents and interrogation of some of the suspects. The number led the police to a communications centre in Bommasandra from where the the question papers might have been faxed to the second or third tier of the vast network suspected to have inter-state linkages.

Three persons have been arrested by the CCB police for the PUC question paper leaks that have resulted in throwing the exam schedule out of gear. Commissioner BG Jyothi Prakash Mirji said the accused have been identified as Ashwatha Narayana Gowda, Sudarshan and Ranjith. The trio was arrested on Wednesday.

They had the Physics question paper in their possession and were preparing to sell them among students. Three more accused— Puttaraj alias Naveen Kumar, Ajay Kumar and Shashikala — are absconding.

Gowda, Sudarshan and Ranjith did not collect the full amount from students when they sold photocopies of the question paper.

They took Rs10,000 as an advance payment with the remaining Rs30,000 to be collected after the exam. Mirji said Pre-University Education Board commissioner Rashmi V Mahesh filed a complaint at the Malleswaram police station on Tuesday after the Mathematics paper was leaked. On Wednesday, PU assistant director Subramanyam filed a case with Girinagar
police.Mirji referred both cases to the CCB police for investigation. Joint commissioner (crime, East) B Dayananda formed a team to nab the culprits.Later, a team headed by inspector SV Guled received information that some people had gathered at KR Puram to distribute the question paper. The police conducted a raid and arrested three persons. Interrogation revealed that the accused also sold question papers of Biology and Mathematics subjects, which were scheduled for March 16 and March 20, respectively. They charged Rs40,000 per student for a photocopy of the question paper. The accused received the original question papers from two persons, who hail from Shidlaghatta. The duo is absconding.

“Gowda collected the papers from the two main accused. We will arrest them soon,” said an officer.

The police suspect that some employees of the education department might have joined hands with them to make easy money.

Leak unplugs students’ anxiety

Two question paper leaks in three days. After maths, it was the physics paper that was leaked. Thousands of II PU students poured into the exam centres on Thursday after the buzz the previous night that the physics paper has leaked. Their worst fears were confirmed in the morning when they learnt that the exam had been postponed due to the leak.

Over 50 students visited their centre at St Joseph's PU College. "I got to know about the paper leak through TOI, but came here to double-check. This is the worst that can happen to a student. I have had sleepless nights preparing for exams. Such instances kill one's confidence and will to study," said Arjun S, upset over the postponement of the examination.

This was the scenario at various exam centres in the city. Despite getting prior information, students chose to go to their respective centres to make certain that there was no exam on Thursday. "Had the PU department adopted more stringent measures, this nightmare could have been avoided. Rescheduling exams will not help us as it will only prolong our days of stress and tension,'' said Santosh Kumar R, student at Krupanidhi College in Madiwala. Nearly 100 anxious students visited the exam centre.

It was not only the students who were in for a rude shock, even parents were appalled by what seems to be becoming a recurring phenomenon.

"The series of question paper leaks is certainly not a good indication. This is the second paper being leaked in two days time and is already reflecting on the confidence level of students. Power cuts during exam season is enough of a problem to bother children. They should not be bogged down by rumours of paper leaks and then those rumours turning out to be real. It is high time the government and the PU department took tough measure to make sure that it does not happen again," said Henry Goveas, a parent at Mt Cramel College.

The PU department's decision to reschedule the remaining exams is a body blow to students who have been preparing earnestly for them. Not only will they now have to redraw their plans for this but also work towards ensuring their performance in national-level entrance exams for medicine and engineering courses doesn't go for a toss. The officials in the PU department who allegedly connived with cheats who sold the question papers should be handed down stern and exemplary punishment so that it serves as a strong deterrent.

15 pre-university papers rescheduled; 14 lecturers face the axe

BANGALORE: Buffeted by repeated leaks of question papers and the anger of thousands of students who turn up at the exam centres only to go back disappointed, the PU education department on Thursday rescheduled most of the pending second year PU exams. The exams held till date are valid.

Of the 20 papers remaining, the dates of 15 have been rescheduled; the other five will be held on schedule. The latest blow for the PU department came on Wednesday night when its officials discovered that the physics paper had been leaked; this came less than 48 hours of the mathematics paper leak.

These exams were cancelled just hours before they were to begin, upsetting some 5.96 lakh students who had come prepared to their exam centres. The II PU exams began on March 15.

On Thursday morning, the science students woke up to the news of their second exam - physics - being postponed in a space of three days due to a paper leak. Unlike the maths paper leak that was concentrated around Kolar-Chikkaballapur , copies of the physics paper were available closer home, at Yelahanka.

Under fire from all quarters, the department recommended derecognition of four colleges, in Chintamani and Chikkaballapur, and suspension of 14 lecturers from Chintamani, Chikkaballapur and Srinivasapura for their alleged complicity in the paper racket. Police have arrested three persons and are looking for as many.

PU commissioner Rashmi V spiked rumours that the biology question paper, for which exam was held on March 16, had been leaked. Asked whether the English and chemistry question papers would be reprinted as there were rumours of a leak, the commissioner said: "That will be left to the department."

The authorities are clueless as to how the leak happened. The minister too echoed it. "We are unable to identify the point of leak and what the intention is. It was just unexpected. There's some racket involved, but I cannot make any guesses now. We have a foolproof system, but there's a weak point somewhere and which we are unable to find so far. It has never happened in the recent past. Now, we have taken enough precautionary measures to prevent any further malpractice, even for the upcoming SSLC exam,'' said Vishweshwar Hegde Kageri, minister for primary and secondary education. PU commissioner Rashmi V obliquely blamed the tuition lobby and said: "Tuitions have become so competitive that government lecturers were selling papers."

  ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಬಹಿರಂಗಗೊಳ್ಳಲು ಪಿಯು ಮಂಡಳಿ ನಿರ್ಲಕ್ಷéದ ಜತೆಗೆ ಹಲವು ಕಾರಣಗಳಿರಬಹುದು. ಆ ಹಲವು ಕಾರಣಗಳಲ್ಲಿ ಕಳೆದ ಮೂರು ವರ್ಷಗಳಿಂದ ಜಾರಿಗೊಳಿಸಬೇಕೆಂದಿರುವ ಕ್ಲಸ್ಟರ್‌ ಪದ್ಧತಿ ಅಳವಡಿಸದೇ ಇರುವುದೂ ಒಂದು. ಪಿಯುಸಿ ಪರೀಕ್ಷೆಗೂ ಕ್ಲಸ್ಟರ್‌ ಪದ್ಧತಿ ಜಾರಿ ತಂದರೆ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕಠಿಣತೆ ತರಬಹುದಲ್ಲದೇ ಸಾಮೂಹಿಕ ನಕಲು ತಡೆಯುವುದರ ಜತೆಗೆ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಬಹಿರಂಗಕ್ಕೂ ಕಡಿವಾಣ ಹಾಕಬಹುದಾಗಿದೆ. ಆಯಾ ಕಾಲೇಜು ಸಂಸ್ಥೆಗಳು ತಮ್ಮ ಕಾಲೇಜಿನ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಸಹಾಯವಾಗಲೆಂದು ಪ್ರಶ್ನೆಪತ್ರಿಕೆಗಳನ್ನು ಬಹಿರಂಗಗೊಳಿಸುತ್ತಿದ್ದಾರೆ. ಆದರೆ ಒಂದು ಕಾಲೇಜಿನ ವಿದ್ಯಾರ್ಥಿಗಳು ನೂರಾರು ಕಾಲೇಜುಗಳಿಗೆ ಹಂಚಿ ಹೋದರೆ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಬಹಿರಂಗಪಡಿಸಿದರೂ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಗೌಪ್ಯವಾಗಿ ತಲುಪಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಈಗ ಆಯಾ ಕಾಲೇಜಿನಲ್ಲಿಯೇ ಪರೀಕ್ಷೆ ಬರೆಯುತ್ತಿರುವುದರಿಂದ ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಬಹಿರಂಗ ಎಂಬ ಎಡವಟ್ಟಿಗೆ ಕಾರಣವಾಗುತ್ತಿದೆ.
  
  ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆ ಬಹಿರಂಗಕ್ಕೆ ಕಾರಣರಾದ ಉಪನ್ಯಾಸಕರನ್ನು ಅಮಾನತು ಮಾಡಿರಬಹುದು ಲಕ್ಷಾಂತರ ವಿದ್ಯಾರ್ಥಿಗಳ ಆತಂಕ ಕೊನೆಗೊಳ್ಳುವುದೇ ಕಠಿಣ ಪರಿಶ್ರಮದಿಂದ ವಿದ್ಯಾರ್ಥಿ-ವಿದ್ಯಾರ್ಥಿನಿಯರು ಪರೀಕ್ಷೆಗೆ ತಯಾರಾಗುತ್ತಾರೆ. ಆದರೆ ಹೀಗೆ ದಿಢೀರನೇ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಬಹಿರಂಗಗೊಂಡು ಪರೀಕ್ಷೆ ಮುಂದೂಡಿದರೆ ಆಗುವ ಅನಾಹುತಗಳಿಗೆ ಯಾರು ಜವಾಬ್ದಾರರು? ಮರು ಪರೀಕ್ಷೆ ನಡೆಸಿದರೆ ಜವಾಬ್ದಾರಿ ಮುಗಿಯಿತೇ? ಎಂದು ವಿದ್ಯಾರ್ಥಿಗಳು ಹಾಗೂ ಪಾಲಕರು ಕೇಳುತ್ತಿದ್ದಾರೆ.

  ಈ ಕ್ಲಸ್ಟರ್‌ ಪದ್ಧತಿ ಪರೀಕ್ಷೆಯಿಂದ ಸಾಮೂಹಿಕ ನಕಲು ತಡೆಯಬಹುದಾಗಿದೆ. ನಕಲು ತಡೆಯಲು ಹಾಗೂ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಸುಧಾರಣೆ ತರುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕ್ಲಸ್ಟರ್‌ ಪದ್ಧತಿ ಜಾರಿಗೆ ತರಲಾಗಿದೆ.
